Who is Tolkachev Konstantin Borisovich? The answer to this question should be sought in his biography. He currently occupies a number of rather high posts at once. For example, he heads a commission dealing with issues of pardon created under the president of Bashkortostan; he is the deputy Russian representative in the Congress of European authorities at the local and regional level (Chamber of Regions); heads the Political Council in the Bashkir regional branch of United Russia, and also has several convocations in the position of speaker of the parliament (Kurultay) of Bashkortostan.

Tolkachev Konstantin Borisovich: biography

The future politician was born 1.03.1953in the city of Stalinsk (now Novokuznetsk), Kemerovo Region.

After receiving secondary school education, Konstantin Tolkachev went to work at the Kuznetsk Metallurgical Plant. Served as an assistant pipe welder.

In 1971, he was drafted for two years for military service in the Soviet Army.


Having demobilized, he went to study at the Ryazan Higher School of the Ministry of Internal Affairs of the Russian Federation, after which he joined the system of the Ministry of Internal Affairs of the Russian Federation. By 1996, he managed to work in senior positions in this ministry.

By this time he graduated from the Academy of the USSR Ministry of Internal Affairs.

From 1996 to 1999, Konstantin Borisovich Tolkachev worked as the head of the Ufa Law Institute of the Ministry of Internal Affairs of the Russian Federation.

Political activity

In 1999, Tolkachev was elected a deputy of Kurultay (State Assembly) of the Republic of Bashkortostan of the II convocation, where he was entrusted with the post of chairman in the House of Representatives, and later - the chairman of Kurultay RB.

From 1999 to 2001, Konstantin Borisovich Tolkachev was a member of the Council of Federation of the Federal Assembly of the Russian Federation, he worked in the committee in charge of constitutional legislation.

In 2003-2008 he was the chairman of the Kurultay of the Republic of Bashkortostan of the III convocation.


In the 2008 elections, politician Konstantin Borisovich Tolkachev became part of the State Assembly - Kurultay of the Republic of Belarus from the Buysky single-mandate electoral district No. 60.

Both in the fourth and in the fifth convocation of the Kurultay of the Republic of Belarus, he held the post of chairman.

Tolkachev Konstantin heads the Political Council of the United Russia regional structure in Bashkortostan and is a member of the Council of Legislators of the Russian Federation.

As a member of the Presidential Council of Bashkortostan, he heads the pardon commission under the President of the Republic.

Awards and titles

Tolkachev Konstantin Borisovich was awarded the honorary titles of Honored Lawyer of the Republic of Bashkortostan and Honored Lawyer of the Russian Federation. He is a retired major general of internal service.


Among his awards are: the Order of Honor, twenty medals, the Order of Merit for Bashkortostan.

In 2008 he was awarded the Order of Salavat Yulaev.

He has a registered weapon of the Honorary Officer of the Ministry of Internal Affairs of the Russian Federation.

Tolkachev wrote a number of scientific papers mainly on legal topics, altogether there are more than two hundred and fifty. He is a full member of the Russian Academy of Legal Sciences, is the title of professor and doctor of law.

Sayings of Tolkachev

Back in 2006, Tolkachev spoke of the need to extend the practice of treaties between subjects of the Russian Federation and the center.

The constitution provides for legal equality of all federative subjects, but actual equality differs from legal one, since each subject of the Federation has its own uniqueness, its own level of development, original traditions and conditions.


Tolkachev expressed the opinion that each subject of the Russian Federation is allowed to have the right to build its own contractual relationship with the Center, which is fully consistent with the provisions of the Russian Constitution.

The politician said that the deputies of the Bashkir State Assembly sent an appeal to the Russian President Vladimir V. Putin, where they proposed to renew the agreement between Bashkortostan and the Russian Federation.

From an interview with the speaker of the Kurultay Republic of Belarus on the economic situation in the republic

In an interview for the Eurasian Law Journal, Tolkachev noted that Bashkortostan is geographically included both in Europe and in Asia. Such a favorable location of the republic on the main thoroughfares from north to south and from west to east, the presence of a special Eurasian direction in the economy allows creating favorable investment conditions for the region as a whole.


At present, Bashkortostan has such basic macroeconomic indicators that allowed the republic to be in the top ten of the best Russian regions.

On the territory of the republic there are many independent economic systems covering various economic sectors, which are organically included in the state economic complex.

Tolkachev Konstantin Borisovich: compromising evidence

Biography policy constantly attracted the attention of various media. Among journalists there were also those who tried to denigrate Tolkachev, often at the request of rival detractors.

In August 2013, video information obtained using a hidden camera was shown by the Bashmedia news agency.

In this story, a person who looks like Arsen Nuridzhanov (head of BashDomKom, a former candidate for Kurultay RB, nominated by the United Russia party), talks about an attempt to replace him with Anatoly Dubovsky, a member of the public chamber. Dubovsky has support from the speaker of the State Assembly - Kurultay RB Konstantin Tolkachev.


The story mentions that earlier during a hunt in the Tuymazy district of Tolkachev a man was allegedly shot by chance. This was covered up, according to a video participant, by Anas Khasanov, the then Minister of the Interior of Bashkortostan.

Dubovsky allegedly knows this information, but is silent about it, so Tolkachev has to "work it out".

Statements in the video "Bashmedia"

The hero of the video, resembling the head of BashDomKom, states that he intends to refuse to participate in the election campaign for ten million rubles (the plot was taken before Nurijdanov was excluded from the list of proposed candidates for the Kurultay Republic of Belarus), and for BashDomKom’s work on RPNU "should pay fifty million rubles."

A man on the video also stated that they paid five million for obtaining a deputy mandate. According to him, Khamitov was not allowed to hold early presidential elections, and he wrote a letter of resignation. The latter allegedly suffered a "destruction of the psycho-emotional system."

Reaction to a compromising video

The head of the press service of the State Assembly (Kurultay of the Republic of Belarus) Ilgiz Abdullin did not give any comments on this video. He said that he did not even intend to watch this video, much less comment.

At the same Nuridzhanov Arsen also failed to get comments from any of the media correspondents.

Soon the video was removed from all sites where it was previously posted, including from YouTube. On March 19, 2014, the Kirovsky District Court of Ufa decided on the outcome of the case concerning the protection of honor, dignity, and business reputation, based on a lawsuit filed by Arsen Nurijanov against Mukhamedyarov Albert and his news agency Bashmedia.

The court decision partially satisfied the claim.
