At first glance, the question of when Obama’s term ends is very simple. Every American and many citizens of other countries who have read the US Constitution or heard about it know that the main occupant of the White House for more than two terms should not be delayed. Features of the election legislation of the United States
In America, the president is elected not in the same way as in Russia or, for example, in Ukraine. The procedure for an unusual person looks rather strange. Instead of asking the people which candidate they like more, a rather complicated action takes place, which takes place in two stages. In each of the states of the United States there is a body called the Legislative Assembly. Its members must, once in about four years, select some specially trusted people in an amount corresponding to the number of delegates representing this subject of a federal state in Congress. How they will do this, the Legislative Assembly, according to the law, can decide for itself, but, according to established practice, all citizens of the state who have the right to vote can vote for them. The date of the vote is interesting: it takes place on the first Tuesday of November (for some reason it is specified that “after the first Monday”, it may be out of fear that it will come suddenly right after Sunday), in that year, the number of which is divisible by four . These electors (there are now 538) decide who will become president. So it was in 2008, and in January Obama was elected. The term of government reports from the moment of taking the oath and inauguration. Since the time of Lincoln, this procedure takes place on January 20th. It is also interesting that not only the president is actually elected, but also the vice-president, who, if anything happens, assumes full authority. "Included" with Barack Obama was Joseph Biden.
The new president of the United States inherited many unresolved problems from his predecessor, Bush Jr. The whole world condemned the practice of free detention of prisoners on the island of Cuba in Guantanamo, where allegedly it was possible not to comply with American laws and legal norms. In fact, this “fig leaf” formally covered a gross violation of not only legal, but also simple human notions of justice. In the United States continued discrimination of the population by sex, race, and other grounds. The issue of allowing abortions was also not resolved, the standards for using energy resources were blurred. The federal economy had far from pleasing indicators. Health care needed reforming.
These internal problems promised to solve Obama. The term of government did not start easily, for the first hundred days it was necessary to report to the people and voters.
Despite the militarily brilliant victory, Iraq did not cease to be a problem; moreover, the further, the worse things were there. A considerable contingent of troops should be supplied with everything necessary, this entailed serious costs, and the death of soldiers provoked discontent. In Afghanistan, things were no better. At the same time, the new president did not intend to abandon the formulation of the “indispensable power” that had taken shape in the nineties. The entire term of Obama’s reign was accompanied by ranting about the “exclusivity” and “special role” of the United States, the country's vital interests extended to the whole wide world, from the Arctic to Antarctica, along all the meridians and parallels.
How did Obama become president?
There is nothing strange in the fact that a black citizen has finally become the president of the United States. America is a country inhabited by various ethnic groups and races, all citizens are equal before the law, including Barack Hussein Obama, whose term of government began in 2009 and is due to end in 2016. The question is, what else, besides skin color, did he stand out among other candidates. After reading his biography, everyone can be sure that he graduated from Columbia University, then the Harvard School of Rights, his mother was white. He worked as a legal review editor, then a law teacher in Chicago, then elected to the Illinois Senate. In 2000 he made the first and unsuccessful attempt to become a member of the House of Representatives, then a US senator (successfully). Participated in writing different laws. And that's all. He became the President of a country considered the world economic and military leader. The first, and then the second term of Obama’s rule was not marked by any breakthroughs in foreign or domestic policy. The usual routine struggle for world hegemony. And in terms of personal charm, he is far from JCK, with whom he unobtrusively tries to associate his image.
There are two main parties in the USA. The Republican nominee was J. McCain, a Vietnam War veteran, a Phantom pilot shot down by Soviet rocket crew and spent about five years in captivity. This hero (by American notions), Russophobe and “hawk” was opposed by Barack Obama. McCain’s term of government could have been marked by a much tougher foreign policy with respect to both Middle Eastern countries and Russia. The militant supporter of US global domination is annoyed by the independent course of any country unwilling to move in the wake of the United States. Former pilot before the victory did not have very little. The difference between Obama and McCain supporters was only eight percent.
The terms of Obama’s rule were not very successful. The dates of entry into office for the first and second terms are within the chronological framework of a large-scale global economic crisis. The legacy inherited from the predecessors could not please the new owner of the White House: the enormous size of foreign and domestic debt, stagnating industry, the virtually uncontrolled emission of Federal Reserve banks, the declining purchasing power of the dollar. Forecasts also did not console: the world crisis in itself and quickly is unlikely to end, it is predicted to be ten or even twenty years long. During the years of presidency, the situation has not improved. The proportion of Americans living in poverty and below the poverty line has reached a frightening figure of 15% of the total population of the country. Wonders how Obama managed to keep his popularity. The second term of government, which began in 2012, was the result of a victory over Republican Romney, an even weaker candidate, while the difference in the electoral votes was less than in the case of McCain (less than four percent).
To declare the world military leadership of the United States to the first black president in history with a well-set voice has been repeated many times. Especially successful such performances enjoyed in military schools like Westpoint. Justification for the huge and unprecedented defense spending (they exceeded 700 billion dollars and continue to grow) must be sought by President Obama. The term of government was marked by a further increase in the budget burden on the maintenance of the Pentagon, which, in the conditions of the declared victory in the Cold War, requires clarification. However, the apparent setbacks in Afghanistan and Iraq raised a number of questions about cost effectiveness. Only a few military victories can Obama Barak boast. The terms of his administration coincided with the so-called “Arab Spring”, during which several revolutions occurred in the Middle East, more likely resembling well-planned attempts at coup d'état. In Libya, Gaddafi was overthrown and physically eliminated. Bin Laden, who seemed to know a great deal, was killed just as hastily. Syria did not work out …
The failed attempt to change the ruling regime in the Syrian Arab Republic became a kind of indicator of Russia's growing influence in the international arena. The activity of the diplomatic corps was of great importance, but no less affected the intention to use military force, the timely delivery of defensive coastal complexes to this country. The next gamble could have cost too much, and the “liberation campaign” did not take place. Obama Barak is used to solving problems with small losses on foreign territory, and best of all by local forces. The terms of the board and their results remain on the pages of history, which is better to enter than plunge into. Having made this tactical concession, the American administration, however, was not going to give up strategic positions.
Another revolution, slate
At the beginning of the third millennium, humanity faced a full-scale energy crisis. Not that they began to produce less hydrocarbons, but some "wrong" countries were doing it. After the victory in the Cold War, a significant part of American politicians were convinced that the losers should be treated accordingly, that is, they should dictate enslaving conditions and freely dispose of their property. However, with Russia, this scenario at some stage failed. It was not possible to resolve the contradiction between desire and possibilities in a military way, and economic methods were used. It makes no sense to go into the technical details of the production of shale gas, but the essence of the reception was to release a large amount of it to the market in order to reduce the price. However, the cost, taking into account the delivery, European consumers seemed too high.
Support for Ukrainian democracy
So, the general alignment is this: the second term of Obama’s reign is expiring, and numerous problems have not been resolved. Health care reform was unsuccessful, the war in the Middle East continues, and Europe largely depends on Russian gas. The latter circumstance seemed to the American president reparable. Gas is a flammable substance, and in order to transport goods has become more difficult, it should follow the route of a fire. And he, as if by chance, but very timely, broke out in Ukraine. Actually, they didn’t even hide their support for the rebels in the USA - every taxpayer has the right to know what his money is spent on. Some of them went to support the democratic processes in Ukraine with a view to … well, we know what. Prior to this, the duration of the presidency in the United States was regulated only by moral and ethical standards and the desire to be like Washington in everything, who had once decided that two terms from him were quite enough. Franklin D. Roosevelt was elected as many as four times and held the post until his death, but then there was a war. And if a man with tyrannical dictatorial inclinations comes to power? After the entry into force of the 22nd amendment to the Constitution, this provision became mandatory. According to her, the end of Obama’s term falls on the fall of 2016. He becomes a “lame duck”, and many of his initiatives have a dim prospect of implementation. However, the fact that some people approved, others, in principle, may cancel.
How to cancel the 22nd amendment?
Some US presidents have already thought about the abolition of this restrictive legislation. For example, Ronald Reagan took this high post, being its supporter, but later changed his opinion, and Bill Clinton considered it completely wrong. According to some reports, the thought of its abolition in 2013 visited Barak’s head, at least with the Prosecutor General, he discussed the legal aspects of such a possibility. Congressman from the Democratic Party, José Serrano, supported the idea and presented a bill regulating this process. He promises to be not very problematic, because if three-quarters of the states ratify this “amendment amendment”, then it will pass even before the end of Obama’s term. Representatives of the Republican Party play the leading role in 26 out of 50 subjects of a federal state, and you can count on the support of the Democrats.
Will Obama go for a third term?
In 2009, despite the bellicose rhetoric characteristic of many of his speeches, Barack Obama received the Nobel Peace Prize. The prestige of this international recognition of merit in various areas of human activity can be very doubtful, but the title of laureate still obliges a lot, even if in advance. However, the time to make any fateful decisions remains too little. Obama’s term expires soon. Will they try to stay in the White House for another four years? And can he do something useful for America and all of humanity during this time? We have to find out in the near future.
